Sheff Wed Faces Serious Challenges, States New Football Authority

'We will play a key role in football's future' - independent football regulator the new chairman

Sheffield Wednesday's current difficulties represent a a "significant problem" and the football regulator is looking to gain the ability to examine team situations in such situations, its new chair the official has announced.

Through a comprehensive talk, Kogan, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

Kogan met with four supporter groups connected to the South Yorkshire club recently.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they require examination and acted upon."

Monetary Issues and Ownership Situation

The club's controversial proprietor the current owner suggested earlier this year he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in earlier this year caused limitations by the English Football League (EFL) in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in many cases.

"I fully appreciate Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

Questioned about whether the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"The final option we would consider is commence engagement with an particular organization, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"However, realistically, when you look back over the history of the game, over the recent generations there have been some owners, not many, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally decline to assume obligation for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made could disappear swiftly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we must maintain momentum.

"Considerable investment flowing into the game and has come into football for the recent generations, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the achievement and development as an economic entity of the elite league.

"As someone who appreciates the worry about compromising the division as a high-quality offering of England. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a significant confidence."

Ideological Links

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in the past.

The official provided financial support for Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any type of partisan engagement."
